The big companies that decide what food goes on your students tray may be cheating schools and taxpayers out of millions. CBS investigative correspondent Sharyl Attkisson has details.</p>

<p>Behind Americas school lunches are giant corporations many schools hire to manage every part of the meal, from budgets to choice of food.</p>
</p>
<p>Rick Hughes saw firsthand the profit-driven culture of the school lunch industry. He once worked for the biggest food manager in the US, Sodexo.</p>
</p>
<p>Theres a lot of money in food. Food is a big profit business, he said. </p>
</p>
<p>Sodexo encouraged employees to buy from big food processing companies that in return gave Sodexo cash rebates. </p>
</p>
<p>When we followed those procurement guidelines, we received bonuses for those, he said. </p>

<p>BILL OREILLY:Back of the Book segment tonight, Attorney general Eric Holder under fire from many different directions. Hes going after Sheriff Joe Arpaio in Arizona for racial profiling but will not tell Congress what the Justice Department knows about the federal gun scandal dubbed Fast and Furious. </p>
<p>Also, reports are the FBI may charge George Zimmerman with a hate crime for killing Trayvon Martin. But when The Factor called the attorney general last week, asking if he would investigate bias crime allegations in Norfolk, Virginia, the mob violence case we reported on earlier, the Justice Department refused to get back to us. </p>
<p>Here now to analyze the whole deal, FOX News political commentator Charles Krauthammer. </p>
<p>Theres something wrong here, Charles. It just &#8212; youve got the Black Panthers in Philadelphia. Youve got just case after case after case after case that just doesnt seem right. You say? </p>
<p>CHARLES KRAUTHAMMER, FOX NEWS CONTRIBUTOR:Well, first of all, we can start with incompetence. We saw that in the debacle with Khalid Sheikh Mohammed. </p>
<p>If were going to call him corrupt, Ive got a pretty high threshold for corruption. I need either a smoking gun like the Nixon tapes or cold cash. </p>
<p>OREILLY:What about the fact &#8212; what about the fact that he wont turn over the documents to Congress and may be cited for contempt? Would that, if &#8212; if it happens, if hes cited for contempt, not now, because youve got to, you know, let the process play out, would that be a high enough threshold? </p>
<p>KRAUTHAMMER:Look, of all the things on his docket, I dont think thats the worst. Justice Departments, administrations, White Houses have, since the beginning of time, tried to withhold documents that Congress wants. Its an age-old struggle. And unless we can see something in the documents that we know is corrupt, we can only assume. So until I see that, Im not going to assume corruption. </p>
<p>But Ill tell you what I think explains this guy. Hes a political hack. And the reason that is so grating, is because you can be a political hack in HEW, in HUD, somewhere else. </p>
<p>The Justice Department is a really important job. You are the supreme law enforcement official in the country. You are entrusted with upholding the rule of law and the Constitution. And the amount of stuff he has done as a pure political hack, as you mentioned, starting with the Marc Rich pardon back in the Clinton administration, this is a guy who will be at the beck and call of his political masters. </p>
<p>Two cases in point. The case the Justice Department brought in Texas against the voter ID law, they know theyre going to lose it. There was a similar Indiana law upheld in 2008, 6-3, in which the majority included the great liberal, John Paul Stevens. Theyre going to lose in Texas. </p>
<p>Why is he doing it? To gin up the issue, the voter suppression issue so-called, and to agitate the base, presumably minorities. </p>
<p>Second point, the Arizona immigration case. Theyre going to lose that one, too. And they know it. And the reason he brings it up, to gin up the Hispanic vote. To bring up the idea of the Republicans as anti- immigrant. </p>
<p>Thats a hack. And if youre attorney general you shouldnt be acting in that way. You should be acting for the nation. </p>
<p>OREILLY:In Arizona on the immigration case, hes going to lose on what issue? </p>
<p>KRAUTHAMMER:Hes going to lose on the issue that &#8212; and you saw it in the oral arguments &#8212; the solicitor general tries to make the case that it is illegal for the state of Arizona to assist the federal government in carrying out its responsibilities on immigration. Somehow the exclusivity of the feds excludes any state assisting in that enforcement. </p>
<p>OREILLY:So that would be like saying to the state police, you cant help us solve a bank robbery, because bank robbery is a federal crime, so stay out of it. If the bank robber goes through your town, you cant even call us. </p>
<p>KRAUTHAMMER:Precisely. And the case was so weak that in the oral argument, Justice Sotomayor, who was certainly no right winger, said of the solicitor general, defending the Obama case, This isnt selling very well, is it? </p>
<p>And they know it. This is done as pure political pandering. </p>
<p>OREILLY:Do you believe its President Obama himself that is basically telling the attorney general what to do? I mean, it would have to be at that level, because theres really nobody else that hes beholden to. Its President Obama, correct? </p>
<p>KRAUTHAMMER:Im sure that Obama signs off on this. Im not sure Obama spends nights in bed thinking up Supreme Court cases that will lose, that will somehow help him in the general election, especially if they lose by ginning up his constituencies. </p>
<p>OREILLY:Who would be that? I mean, who would it be? </p>
<p>KRAUTHAMMER:The attorney general. Thats whos doing this. But he has to get a sign off from higher up. But hes the guy whos acting as a hack. </p>
<p>OREILLY:So hes anticipating what his boss might like to see? </p>
<p>KRAUTHAMMER:Well, no. But hes also a Democrat. He wants to be in office himself, whether &#8212; Im not sure if he stays on or not. If youre a Democrat and you believe in this and youre an ideologue the way he is, why wouldnt you want your administration to continue? </p>
<p>OREILLY:Yes. All right, Charles. Thanks, as always. </p>

<p>Mayor Vincent C. Gray announced Wednesday that 3,000 District residents have now found jobs through the One City One Hire program, an aggressive effort to put 10,000 unemployed residents back to work in a year&rsquo;s time.</p>
<p>Gray (D) used his biweekly news conference to give an update on the program that launched in September 2011 and is modeled after a similar initiative in Atlanta.</p>
<p>The District Department of Employment Services program matches unemployed residents with jobs available, mostly in the private sector. The city lures employers with tax credits, wage subsidies and money for on-the-job training. When the program began last year, 15 businesses signed up. Gray said the city now has 655 employer participants.</p>
<p>&ldquo;Hopefully, it won&rsquo;t be long before we&rsquo;re celebrating thousands more hired through One City One Hire,&rdquo; he said at the news conference, which was held at the PNC Bank building in downtown D.C.</p>
<p>Michael N. Harreld, regional president of PNC, described &ldquo;an organizational problem&rdquo; that created a disconnect between employers and potential employees. He said the One City One Hire program is resolving that. &ldquo;What we are about is not the alphabet soup of this,&rdquo; he said, referring to shorthands, like DOES and DOL (Department of Labor). &ldquo;It&rsquo;s not all of the acronyms we read about. What we are about is hope.&rdquo;</p>
<p>&ldquo;If we leave thousands behind, we still have miles to go before we sleep,&rdquo; Harreld said.</p>
<p>City officials showed a video of formerly unemployed Darryl Pixley, who was recently hired as assistant building engineer at DC USA, the Columbia Heights shopping center and parking garage.</p>
<p>David Stein, director of building operations at DC USA, said he was having a &ldquo;difficult time&rdquo; filling the position. He said the ideal candidate would be from Columbia Heights and have &ldquo;people skills, positive attitude.&rdquo;</p>
<p>DC USA was soon matched with Pixley, a 31-year-old Columbia Heights resident. In an interview, Pixley said he learned about One City One Hire as he was completing a paid 12-week training program at Washington Parks and People, a nonprofit that restores public parks.</p>
<p>He said he went through a pre-screening at DOES and was later called about the DC USA job. &ldquo;I wasn&rsquo;t unemployed that long,&rdquo; he said.</p>
<p>But Pixley described his employment history as unsteady, being laid off from demolition and construction jobs after a few months. </p>
<p>According to a news release issued by the mayor&rsquo;s office, nearly 40 percent of the hires in the program are from wards 5, 7 and 8, communities hit hardest by unemployment.</p>
<p>DOES spokesman David Thompson said the city does not have data for more than 1,200 hires, recorded from employers participating in the program that currently do not have to give specific information about the residents hired. But of the 3,000, 14 percent  have been identified as being from Ward 8, 13 percent from Ward 7 and 9 percent from Ward 5. An additional 25 percent have identified themselves as being from the city&rsquo;s other five wards.</p>

			<content:encoded><![CDATA[<p>As any jobseeker knows, it takes energy to find work. But the odds and long-term prospects are better when skill development and search tactics target fields with worker shortages and more secure positions.</p>
<p>The US economy has ups and downs, and in a downturn, experienced workers lose their jobs and graduates have difficulty finding work. But some jobs remain relatively stable despite fluctuations in the economy.</p>
<p>In the latest Jobs Rated Report from CareerCast.com, the job with the most promising outlook in terms of hiring and income growth potential is an event coordinator. Despite the economy, Baby Boomers are celebrating, says Tony Lee, publisher of CareerCast.com. More money is being spent on events in this country than ever before.</p>
<p>Next in order of rank are market research analyst, medical secretary and physical therapist.</p>
<p>Fifth in the lineup is bricklayer. Its a skill thats disappearing, Lee says, so those who possess it are in demand.</p>
<p>But when other factors besides security are taken into account, such as salary and physical demands, bricklayer ranks significantly lower overall, Lee adds.</p>
<p>Taking a broader view, author Laurence Shatkin identifies six career fields that offer more job security than most. During economic downturns, these fields tend not to shed workers as much as other fields do, and the overall outlook for employment in these fields is good to excellent, he writes in 150 Best Jobs for a Secure Future (JIST Publishing, 2012).</p>
<p>Inclusion does not necessarily mean these jobs are easiest to get, Shatkin says, but theyre the ones youre most likely to keep because theyre not as sensitive to the ups and downs of the economy.</p>
<p>The Top Six career fields are computer systems design, including software developers and computer network architects; educational services, including teachers, administrators and counselors; federal government, including social scientists, compliance officers and air traffic controllers; repair and maintenance, including industrial machinery mechanics and medical equipment repairers; utilities, including electrical engineers and electronics repairers; and health care.</p>
<p>The fact that the population is getting older and needing care is adding to the security of the health care industry, says Shatkin, who considered the effects of long-term trends like automation, demographics, global competition and offshoring as well as economic criteria including annual earnings, projected growth and the number of job openings.</p>
<p>The Top Five Best Secure Health Care Jobs Overall include physicians and surgeons, physical therapists, physician assistants, dental hygienists and optometrists.</p>
<p>While federal government positions are relatively secure, I was surprised by how insecure local and state government jobs have become, but the political climate has pushed governments into austerity mode, Shatkin says.</p>
<p>The security offered by repair and maintenance jobs came as no surprise, however: Even is a recession things break down and need to be fixed; in fact, in a recession, people arent buying new cars and things but want to keep what they have in good repair.</p>
<p>Job security is more important than ever now that American workers have witnessed two jobless recoveries since the turn of the century, Shatkin says. Previously, whenever America pulled out of a recession, the job market rebounded quickly. But after the dot-com bubble burst in 2001, employment recovery was slower, and in the aftermath of the Great Recession, even more time will pass before the American workforce regains lost ground, Shatkin says.</p>
<p>Of course, a position is only secure if the jobholder excels at it, so job security alone should not drive career decisions.</p>

			<content:encoded><![CDATA[<p>Understanding the health of a community is difficult. Surveys cost millions of dollars and take months to figure out how diseases such as obesity or diabetes affect a population. Theyre too slow to spot fast-moving illnesses like the flu.</p>
<p>Girish Kumar Navani, chief executive officer and co-founder of EClinicalWorks, is trying to change that. The companys electronic health records are used by 60,000 physicians who see 1 million patients each day. About 1 in 5 Americans health data are stored using EClinicalWorks software. Those data form a real-time record of patients presenting symptoms, getting diagnoses and undergoing treatment.</p>
<p>Speeds policymaking</p>
<p>EClinicalWorks began working with New York Citys health department in 2009 to examine the health of the city as a whole. The records let officials take a pulse of the community and know how to target future policy decisions, says Michael Buck, the citys biomedical informatics manager. </p>
<p>Sometimes it takes us decades to make decisions on population health, says Navani, 45. With real-time health analytics, you might suddenly start making (decisions) in weeks.</p>
<p>The company is now offering a product called community analytics to health authorities and medical organizations across the country. To protect privacy, EClinicalWorks queries health records where theyre stored, either on secure servers or a doctors own hard drive, and strips them of identifying information such as names.</p>
<p>Feedback loop</p>
<p>The Greater Baltimore Medical Center already uses EClinicalWorks health records and plans to have its community analytics system in place by June. That will let the hospital measure how well its procedures work, says Tressa Springmann, Greater Baltimores chief information officer. For example, clinicians could track when patients fill their prescriptions and test whether its better to follow up 15 or 30 days after an appointment. </p>
<p>The analytics component over time will tell us, are they getting better? she says. Thats our feedback loop.</p>
<p>Navani came to the United States from India in 1988 to study engineering. He worked for Teradyne and Fidelity before starting EClinicalWorks in 1999. He built it with no outside investors and says itll reach $250 million in revenue this year. Doctors pay up to $525 per month for the health records software, and community analytics will cost more, though the price hasnt been determined.</p>
<p>Improving health care</p>
<p>Navani calls the new software part of a broader mission to use technology to improve health care. EClinicalWorks is also rolling out a free Web portal and mobile apps for patients to access their records and get reminders to, say, schedule a checkup.</p>
<p>Only a third of US doctors have adopted electronic health records, according to the Centers for Disease Control. For Navani, theyre the on-ramp to a better health system. With the data stored digitally, he says, you can look back and change both patient and provider behavior.</p>

			<content:encoded><![CDATA[<p>The Detroit News reports President Barack Obama has joined Democrats in taking issue with GOP presidential candidate Mitt Romneys claim that he deserves credit for the resurgence of GM and Chrysler. Romney said last Monday that he pushed for a managed bankruptcy of the Detroit automakers, which federal officials eventually adopted. But Romney originally opposed the source of bankruptcy funding, in which Presidents George W. Bush and Obama funneled some $85 billion to GM and Chrysler and expect to lose around $22 billion. Obama called Romneys claims an Etch-a-Sketch moment, reiterating that there was no private financing available at the time, and short of federal funding, Chrysler and GM would have gone into liquidation, sacrificing probably a million jobs throughout the Midwest. A Romney spokeswoman defended his structured bankruptcy plan to The Detroit News, calling Obamas comments cheap political attacks.</p>
